Diluc is sort of a stellar DPS character in Genshin Impact, but to get the most out of him you'll need a solid build. Keep in mind that all characters build themselves a little differently and have different options available to them. Understand what makes a character so strong is how you'll get the most out of them, and every level in the world won't make a difference if you have the wrong weapons and artifacts.
You should also consider the effect on constellations, additional bonuses that you can unlock when you draw multiples of the same character from Wishes.
Arms
Diluc has two great choices for weapons, the Wolf Tombstone, a 5 Star Claymore, or the Debate Club, a 3 Star weapon. Since you're more likely to draw the Debate Club, we'll cover that first.
The Debating Club, which can be obtained from chests, will give 60-120% more damage in a small area of effect after using an elemental skill, normal or charged attack, making it fantastic for slicing through through the crowds. This additional damage can occur every three seconds.
The Wolf Tombstone, obtained from Wishes, will increase your base ATK stat by 20-40%, depending on weapon level. When hitting enemies with less than 30% health, you will receive a buff to all ATK party members of 40-80%, again depending on weapon level.
Skyward Pride is another good Claymore you can get from Wishes that will work well on Diluc in a pinch. This will increase all damage by 8-16%. After using an elemental, normal, or charged attack, the sword will create a vacuum blade that will deal 80-160% ATK damage along the blade path and last for 20 seconds or 8 swings, whichever comes first.
Artefacts
For artifacts, you should aim for the Crimson Flame Witch. This will increase Pyro damage and overload and burn damage. You can get these artifacts from Zhou Forumla's Wishes, Chests, Quests, and Hidden Palace on Wuwang Hill in Liyue.
