The secret to defeating Tommasi, corrupted by the Hiss virus, is understanding that he can kill you much faster than you can kill him. Due to its large health bar, ability to glide through the air to avoid damage, and the incredible damage it can inflict on you, you need to be careful. You can't trade damage with it, it is a cat and mouse game.
Tommasi will float in the air, summoning fragments of rock which he will then throw at you. If these hit you, they'll take almost half your health, so you can't afford to let it shoot you. He will also summon Guards and detonate his enemies while he fights.
If you stay on the ground it is difficult to shoot him and you are open to the risk of being hit by the guards. If you go up to the next level, it will destroy you with rock shards.
I find the best way to attack him is to operate on the stairs itself. You can easily drop them down to block out shards, and the summon won't have any angle of view on you. This means that they have to work near you and you can easily take them off. This leads to another benefit: The health crystals they drop will be close to you, and you won't need to escape to heal yourself if Tommasi gives you shards.
All you need here is patience. Shoot Tommasi when you can, but keep in mind that you may be able to hit him once in the air, you need to try and repair most of your damage when he charges his rock shards. He will also avoid anything you throw at him with Telekinesis. Just use the stairs to rotate between the high goal on Tommasi and the low on the guards when they arrive. If an exploding enemy arrives, hit them with an item using Telekinesis to destroy their shield, then finish them off with your weapon.
