Xiao Banner “Invitation to Mundane Life” at Genshin Impact runs from February 2 to 17.

Alongside Xiao, there are three 4 stars with a rate increase: Diona, Xinyan and Beidou. These are all decent 4 stars, but they don't hold a lantern for two of the 4 stars in the upcoming Keqing Banner. They are still worth it, but it is safe to say that the “Husbando tax” is in full force for the Xiao banner. I would recommend waiting a few days to see how Xiao shakes up the meta before committing attractions to him: he looks great, but you don't want to burn your pity (or real money) on a character you might ultimately regret.
