You have access to a whole new skill in The Division 2 called Decoy. With it, you can create a holographic representation of yourself to distract enemies, keep fire away from yourself in order to gain cover to regroup or to frame anyone distracted by it.
To acquire the skill, you must have access to the Warlords of New York expansion pack. You can't get the skill without it. Once you've installed the expansion, continue with the main story and be sure to pursue Theo Parrel, the Warlord located in the Circuit Center district. You must complete the first three missions, which makes you follow in Theo's footsteps around the city.
As you follow the main mission, you should corner Theo and fight him, along with waves of NPCs. Theo uses the holographic projector against you during this encounter, forcing you to locate his real position to do damage to him. The same goes for all NPCs that appear during combat. At the same time, you also have to deal with the turrets every now and then when Theo summons them, which you can remove by hitting the red part of their generators.
You gain access to the Lure skill after killing Theo and looting his body. You have immediate access to the skill and, at the moment, it has only one option. After you take it down, you can choose to immediately equip your character or you can go to the Quartermaster to exchange it for any of your skills.
The Decoy skill can come in handy during a fight, especially if you need to find new cover or if you have too many enemies shooting at you. But it doesn't last forever. It could complement new gear items that you add to your recalibration table, or any other special God Rolls you acquire during your journey through Warlords of New York.
