Palladino is an NPC in Warframe that you first encounter during the Chains of Harrow quest. It also serves a very important function for players, as it can provide you with one Riven mod per week.

Palladino is in Iron Wake, on Earth. Iron Wake is a Steel Meridian outpost that you will first gain access to during the Chains of Harrow quest. Once the quest is completed, an Iron Wake node will appear on Earth's navigation map, and you can visit it at any time.

Palladino's primary function is during the Chains of Harrow quest, as she tells you what to do during the quest. Once this is done, she will sell an item called Rell's Donda, which is a decoration for your Orbiter.
You can also exchange 10 Riven Sliver for Palladino each week, in exchange for a Riven mod. You can get Riven Slivers by opening Requicem Relics.
Riven Mods are potentially powerful weapon mods. When you first get them, they must be unlocked by completing a specific challenge. The challenge can be to perform certain actions or to kill certain enemies under different conditions. Once opened, it will deploy randomly for a specific weapon. All weapons have a different Riven layout, which indicates how likely a mod will appear for that weapon.
Riven Mods can provide multiple buffs, and potentially a negative, for the weapons they can be used on. They can impact stats like damage, critical strike chance, critical damage, status chance, range, or rate of fire, to name a few. It is possible to re-roll the Riven Mod and get a new set of buffs using Kuva. This can be done on your Orbiter's Mods console.
When you re-roll a Riven, then you have the option of keeping the initial set of buffs or switching to the new set of buffs, allowing you to choose between the two sets to keep the best. The Kuva cost to re-roll a Riven Mod starts at 900 Kuva, increasing to a maximum of 3500 Kuva for the 10th re-roll, then 3500 Kuva for each re-roll after that.
